To install a MidiFX plugin, you must register the DLL. You can do this either with the MFX Registration tool or by calling regsvr32 for the DLL from the command line. In any case, you need administrator privileges to do this.
DLayer is a MidiFX Plugin to delay selected midi events by a specific time, either independent from tempo in ms or based on the tempo in ticks.
